It is made by some weirdo named N/A Tobias who used to be an even weirder 13 year old a million years ago. This comic is an emotionally autobiographical work about being a homeschooled 13 year old with elaborate schemes and no friends and growing up... except literally nothing in this story is a reflection of real events, places, or people and is entirely made up.
